Updated on 15/10/2026 · Agency sites reviewed on 15/10/2026
What is the best agency for international SEO? On 15 October 2026, we reviewed the sites of about twenty agencies that support multilingual and multi-country sites, and selected nine, ranked alongside Astrak. An international agency is judged on specific points: who writes in each language, how the structure and hreflang are handled, where the links come from in each country, and case studies with figures market by market. That is what we looked for on each agency's site.
Astrak is the author of this ranking and places itself first: the criteria are detailed below so you can judge for yourself.

Agencies we reviewed but left out
About twenty agencies were reviewed. Peak Ace lists international among its topics, but publishes no international page or case study on its French site. Primelis, now a martech company, no longer has a page dedicated to international SEO. Mintense, a multilingual specialist founded in Verona with an office in Lille, presents its offer only in English. Empirik publishes a good multilingual case study, Stormshield, with no offer page dedicated to international.
The four workstreams of international SEO
Being first in France says nothing about your visibility in Germany or the United Kingdom: Google evaluates each version of your site against local competitors. An international project depends on four workstreams, and an agency must cover all of them.
Domains, subdomains or subfolders
A domain per country sends the strongest local signal but means building authority for each one. Subfolders benefit from the main domain's authority. The choice commits you for years.
Hreflang
They tell Google which version to show to which audience. They must be reciprocal, use the right language and country codes, and point to indexable pages: these are the most common errors.
Localize, do not translate
One country's keywords are not the translation of another's. Research is redone on each market's results, and content is written or reviewed by native speakers.
Local links
A link from a German media outlet helps the German version more than a French link. Authority is built market by market, with sites from the target country.
How to choose an international SEO agency?
Start with your markets: an agency with native speakers and case studies in Spain is not necessarily the right one for Germany or the Nordic countries. Then ask: who writes in each language, native employees, freelancers or reviewed translation? What case studies do you have in my markets, with figures country by country? Who sets up the hreflang and structure in our CMS? What does the reporting by country look like?
Be wary of automatic redirects based on IP address: Google crawls mostly from the United States, and a version it cannot reach ranks nowhere. If going international involves a redesign, see also our ranking of SEO migration agencies, and for content our ranking of SEO writing agencies.
How much does international SEO cost?
Only one agency in the ranking publishes a ballpark figure: Onze advises planning at least €5,000 per target country or language, and charges €0.07 per word for translation reviewed by a native speaker. The others work on quote, Astrak included, because the budget depends on many factors: the number of countries and languages, the chosen structure (a domain per country costs more than subdirectories), the share of content to write and the competition in each market.
A language shared by several countries allows savings, provided the content is adapted: French in Belgium or Switzerland, Spanish in Spain or Mexico do not always call for the same keywords.
Ranking Methodology
About twenty agencies were found in Google results for "agence SEO international", "SEO multilingue" and their variants, in existing rankings and in the queries AI assistants run to compare agencies. Each one's site was reviewed on 15/10/2026. The results cited are those the agencies report themselves: when two pages from the same agency contradicted each other, we used the case study page. A third-party ranking credited two agencies with international case studies that cannot be found on their own sites: we did not include them. No agency paid to appear in this ranking.
Languages
Who writes and reviews in each language: native consultants, writers, translators.
Technical
Structure by country or by language, hreflang, crawling of versions.
Multi-country case studies
Results with figures market by market, dated if possible.
Transparency
Price or price range, organization and identified team.

Frequently Asked Questions
What is the best international SEO agency in France?
In our selection of 15/10/2026: Astrak, Onze, Keyweo, Résoneo, Eskimoz, Empirik, CyberCité, Noiise, Uplix and SEO Monkey. For a multilingual team, Keyweo, based in Barcelona with seven nationalities. For rollouts across more than ten markets, Résoneo and Eskimoz.
How much does an international SEO strategy cost?
Onze, the only agency in the ranking to publish a threshold, advises planning at least €5,000 per country or per language. The budget depends on the number of markets, the chosen structure, the share of content to produce and local competition.
Domain per country, subdomain or subdirectory?
Subdirectories (site.com/es/) concentrate authority on a single domain and cost less: this is the most common recommendation. A domain per country sends a stronger local signal, but means building the popularity of each site. Country sites can be merged without loss: Onze combined the four Heytens sites in 2024.
Translate or localize your content?
Localize. Keywords do not translate: each market needs its own research, then content written or reviewed by native speakers. Résoneo uses translators specialized in SEO when its team lacks a language.
What are hreflang tags for?
They tell Google which version of a page to show based on the user's language and country, and prevent similar versions (France, Belgium, Switzerland) from competing with each other. They must be reciprocal between versions. They are not enough: you also need adapted content and links from sites in the target country.
Opening a new market?
